Senior experts across MENA already share a clear and hopeful vision: health governance that is more coordinated, prevention-oriented, equitable and resilient – rooted in the region’s own strengths.
This consultation surfaces those living assets: successful models of regional cooperation, community-led innovation, growing research capacity, and the resilience that communities and civil society have already demonstrated in crisis. Rather than starting from what is missing, the report invites us to amplify what is already working.
This report comes as the Global Health Architecture reform moves forward following WHA79. It responds to growing concerns about the exclusion of civil society from key decision-making spaces. The MENA consultation brings regional evidence into this debate. Conducted by the HEAR CSO Consortium and ITPC MENA, it gathered diverse perspectives on health governance and health system priorities, while reflecting the region’s evolving challenges. Its findings provide evidence and recommendations to support a more inclusive, responsive and accountable global health architecture.
